Call for tender for the recruitment of a consultant
1- Project Background & Context
Senegal has a recorded economic growth that is amongst the highest in Africa - more than 6% annually between 2014 and 2018. Unfortunately this is coupled with a high level of wealth inequality with about 39% of the population living below the poverty line and 75% of Senegalese households suffering from chronic poverty.
Climate change has already had a negative impact on the Senegalese agriculture. Only 7% of cultivated land is irrigated, making Senegalese agriculture heavily dependent on rainfall. With increased variability of rainfalls comes droughts that have had deeply damaging effects on cultivation, livestock and ultimately on food security.
Effective initiatives led by smart, local social entrepreneurs have the potential to produce system-changing solutions toward the 2030 SDGs. But social entrepreneurs cannot do it alone. Getting these initiatives off the ground is hard, and due to a lack of available support, there are great numbers of high potential innovations that either never really get started, or that die an early and unnecessary death. For those that do get going, the innovations can only go so far without partners from across sectors, and many will need additional skills, resources and connections to succeed.
Kosmos Energy and Reach for Change partners for the development and implementation of the 2022 Kosmos Innovation Center (KIC) Project.
The project aims to contribute to strengthening innovative social entrepreneurship in Senegal with a special focus on climate adaptation and mitigation. This will be done through building the capacity of strong entrepreneurs in a climate focussed business incubator. This, in turn, will contribute to improved livelihoods and increased climate resilience.
Five entrepreneurs with great innovative solutions tackling climate adaptation and mitigation through youth and women entrepreneurs were selected as winners of a competition, to receive further training and coaching to strengthen their business.
1. “Mon abeille,mon' or `` build modern apiary sites that local communities can profit from, and fight against old honey harvesting practices such as the use of fire and logging.
2. Methanizer are using biodigesters to convert organic waste into biogas and organic fertilizers.
3.“Sauvegarde de la mangrove” are replanting and protecting mangrove forests, are raising awareness about their importance, are doing environmental education in schools, and valorization of local products.
4."Sn service plus" are collecting, sorting, and recycling plastic to produce pellets, ecological pavements, and plastic tiles. In addition, they offer green consulting and communication services.
5. Pure Energy has developed a combination of an oven and a solar cooker that allows women to cook all the delicious dishes they want while preserving the environment and their own health.

We're working towards this vision by finding local social entrepreneurs and empowering them to develop and scale innovative solutions that help children & youth to better lives.
2- Purpose of the consultancy
We are hiring a consultant for a period of five (5) months (January to May) to provide, orientations, training and coaching to five entrepreneurs. The consultant will support the achievement of the following objectives:
Support 5 social entrepreneurs to enable them to prove that their solution has the intended social impact and that it is embedded in a financially sustainable business model.
Review and provide input on the development goals for each entrepreneur
3- Expected achievements from the consultant
Under the supervision and collaboration with the project manager, the consultant is expected to:
Participate in one to one sessions and conduct development need assessment for the 5 entrepreneurs
- Organize and run group training sessions –
- Conduct individual support sessions –
Co-organize with the program manager a one-day event for the wider entrepreneurship community (30 participants) on a deep dive into climate adaptation and mitigation in Senegal and its intersection with social enterprise and business.
Provide at the end a detailed incubator report
The timeline is from January to May 2023.
The consultant is expected to propose technical and financial proposals that include the methodology and tools to be applied during the different sessions which will then be discussed and validated by the Reach for Change team. Based on the objectives to enable the entrepreneurs to prove that their solution can have the intended social impact and that it is embedded in a financially sustainable business model and the activities listed above make a technical and financial proposal.
The consultant should propose a team of at least three persons qualified to conduct the above mentioned activities.
6. Required skills and experiences:
A least Advanced degree Master/or Phd in business development ,innovation & entrepreneurship, business project management,
At least five years of experience on supporting entrepreneurs specifically in Senegal, and provide a minimum of three references of recent work done
Demonstrated experience and understanding of the local entrepreneurship context in Senegal
Knowledge of the climate change issues is an asset
Excellent French and English speaking/writing skills and presentation skills is required
