Terms of Reference (TOR) for Impact video - Building Waste and Circular Enterprises (BWCE) Program - IKEA Foundation
1. Background and Context
The project "Building Waste and Circular Enterprises in Ethiopia" is a three-year
program, supported by the IKEA Foundation consisting of two main components:
the Green Business Incubator and the Green Innovation Lab. The program aims to
develop an ecosystem that can support the growth of waste management and
circular enterprises. Each component has specific focus areas and delivery
approaches.
2. Objective
The objective of this impact video is to highlight the experiences of the Green
Incubator Program focusing on the impact of their solutions and how they are
positively influencing the lives of Ethiopian children, youth, and women. The video
will showcase the journey of the entrepreneurs, their challenges, successes, and their
growth throughout the incubator program.
3. Scope of Work
The impact video will feature 2 selected entrepreneurs from the BWCE Program. The
following are the key specifications:
● Episode Duration: the video should be approximately 3-5 minutes long.
● Recording Locations: The program participants of the GBI program are
located in different parts of Addis Ababa. The video will feature 2
entrepreneurs working in Addis Ababa.
● Content Focus:
○ Introduction to each entrepreneur and their solution.
○ The specific problem their solution addresses.
○ Challenges faced by the fellows and how they overcame them.
○ The journey within the program includes capacity-building support and
its impact on the entrepreneur’s growth.
○ Future aspirations and potential for scaling.
● Recording Targets:
○ On-Site Filming: Recording will take place at relevant locations where
the solutions are being implemented.
4. Technical Specifications
● Video Quality:
○ Minimum resolution: Full HD 1080p (1920x1080 pixels) at 25 or 30 frames
per second (fps).
○ Preferred resolution: 4K Ultra HD (3840x2160 pixels) for higher clarity
and future-proofing.
○ Bitrate: A minimum of 10 Mbps for HD and 20 Mbps for 4K to ensure
high-quality footage.
● Audio Quality:
○ Sound recording must be in WAV or other lossless formats with a
minimum sample rate of 48 kHz and 24-bit depth.
○ Use of lapel microphones for interviews and directional microphones
for ambient sound capture is required.
○ Sound mixing and balancing should ensure clear dialogue and
balanced background sound/music.
● Picture Quality:
○ High dynamic range (HDR) to ensure good contrast and color accuracy.
○ Use of professional-grade cameras and lenses to capture crisp and
detailed visuals.
● Documentary Style:
○ A cinematic, yet authentic style that reflects the cultural context of
Ethiopia.
○ Use of natural lighting where possible, with supplemental lighting to
enhance visual quality.
○ Interviews should be conducted in a conversational tone, with
participants encouraged to share personal stories and insights.
○ Visual storytelling should be complemented by Ethiopian music,
ensuring cultural resonance and emotional impact.
Social Media Compatibility:
● Deliverables must include both square (1:1 aspect ratio) and horizontal (16:9
aspect ratio) versions of the videos to ensure compatibility with various social
media platforms such as Instagram, YouTube, Facebook, and LinkedIn.
● Videos must be in formats commonly supported by social media platforms
(e.g., MP4, MOV) and optimized for online viewing (compressed without
significant loss of quality).
5. Target Audience
● Decision-makers and stakeholders within the ecosystem of sustainability and
green transition.
● Local and international investors and donors.
● Philanthropic funders.
● Local green entrepreneurs.
● Young people, educators, and parents.
● The general public that is interested in green transition.
6. Deliverables
● Pre-Production:
○ Storyboard and script for the video.
● Production:
○ High-quality filming and audio recording.
○ Interviews with fellows.
● Post-Production:
○ Editing with professional graphics and subtitles.
○ Trailer and promotional materials for social media and other platforms.
7. . Budget
The budget for this impact video will cover:
● Pre-production costs (storyboarding, script writing).
● Production costs (travels, accommodation, equipment rental, production).
● Post-production costs (editing).
8. . Evaluation and Reporting
The success of the impact video will be evaluated based on:
● Viewership and engagement metrics on various platforms.
● Feedback from stakeholders, fellows, and beneficiaries.
9. . Terms and Conditions
● Confidentiality: All information, materials, and data provided by Reach for
Change and the IKEA Foundation, as well as any information gathered during
the production, are confidential and must not be disclosed to any third parties
without prior written consent.
● Intellectual Property: All intellectual property rights, including copyrights,
related to the video, scripts, footage, and final product will belong to Reach for
Change and the IKEA Foundation. The production company or individual will
not retain any rights to the materials produced.
● Payment Terms: Payment will be made in installments based on the
completion of agreed milestones. A detailed payment schedule will be
included in the contract.
● Compliance: The production company or individual must comply with all
relevant local laws, regulations, and guidelines related to filming, including
obtaining necessary permits and releases from interviewees and locations.
● Quality Assurance: The final product must meet the quality standards
outlined in the deliverables section. Reach for Change reserves the right to
request revisions if the standards are not met. Previous track record,
references and quality of similar projects and deliverables will be considered
an advantage.
● Termination: Reach for Change reserves the right to terminate the contract if
the production company or individual fails to meet the agreed-upon
deadlines, quality standards, or any other terms outlined in this TOR.
● Liability: The production company or individual will be liable for any damages,
losses, or legal actions resulting from their work. Adequate insurance coverage
for all aspects of the production is required.
● Force Majeure: Neither party shall be liable for any failure to perform its
obligations under this TOR if such failure results from circumstances beyond
the reasonable control of that party, including but not limited to natural
disasters, war, or other unforeseen events.
10. Submission of Technical and Financial Proposal
Interested production companies or individual consultants should submit the
following via ethiopiaprocurement@reachforchange.org latest by February 25, 2025.
● A technical proposal responding to the TOR.
● A financial proposal/budget.
● An initial work plan based on the production plan and an indication of
availability.
● A company profile and recent CVs of the lead consultant and team members
for the assignment.
● Business License, VAT/TIN registration
● At least three relevant production experiences on similar assignments.
● Detailed Project Timeline
Please note that the submitted documents will be opened by the Reach for Change
Ethiopia Procurement Committee, and the result of the technical and financial
evaluation will be disclosed via email and other means of communication. Due to an
expected high volume of interest, only shortlisted candidates will be contacted.
